Kay Sohl and Marlene Farnum facilitated a statewide multi-party planning process resulting in creation of new system for delivery of services and allocation of funds for victim services in the State of Washington. Kay and Marlene developed innovation strategies and built consensus among managers from multiple state agencies and a statewide Steering Committee, and obtained input from victims of crime, law enforcement, the courts, the corrections system and both system-based and community-based victim service providers.
