Kay co-founded and served as Executive Director of TACS (Technical Assistance for Community Services), the Northwest's largest resource for nonprofit capacity building assistance. She has provided leadership in the development of management support organizations throughout the northwest, developing consulting and training services to address the challenges of management, governance, funding and planning in community based nonprofits. .

Kay has provided consultation and training for boards of directors and management of over 3,500 nonprofit organizations throughout Oregon, Washington, Alaska, Idaho, Colorado, and California. She is widely recognized for her ability to make technical and financial information accessible to diverse, non-technical, or non-fiscally trained groups.

She has worked with a wide variety of nonprofits from start-ups to those with many years of service and large, complex budgets. She has worked extensively with organizations, coalitions, and associations focusing on affordable housing, child care, child abuse intervention services, domestic violence services, as well as numerous nonprofits engaged in social enterprise/business ventures.

Kay is co-author of The Oregon Nonprofit Corporation Handbook. Now it its fourth edition with over 10,000 copies sold, the handbook is the only complete how-to guide for Oregon nonprofits, and includes extensive information for professional nonprofit managers, lawyers, accountants, consultants, and board members.

In 2007, Kay worked with nonprofit and philanthropic leaders from throughout Oregon to develop and launch the Nonprofit Association of Oregon, the most rapidly growing state association of nonprofits, and in 2006, to create www.OregonInvolved.org, an innovative web tool to connect Oregonians to nonprofit efforts in every community across the state.

Kay helped develop TACS Executive Transition Services program, now the northwest largest provider of interim executive director and leadership transition consultation services. Having just completed her own transition from 30 years as TACS executive director into an independent practice as a consultant and trainer, Kay is particularly interested in working with the emerging challenges of leadership transition and generational shifts within the nonprofit sector.

Education:

Kay holds a BA from the University of California, Berkeley, and an MAT from Reed College. She has completed post baccalaureate studies in accounting and business law at Portland State University, passing the Uniform CPA exam in 1978.
